{"id":956,"date":"2012-11-27T14:56:41","date_gmt":"2012-11-27T14:56:41","guid":{"rendered":"http:\/\/fortuneofafrica.com\/ug\/challenges-facing-the-road-sector\/"},"modified":"2012-11-27T14:56:41","modified_gmt":"2012-11-27T14:56:41","slug":"challenges-facing-the-road-sector","status":"publish","type":"page","link":"https:\/\/afrifacto.com\/ug\/challenges-facing-the-road-sector\/","title":{"rendered":"Challenges Facing the Road Sector"},"content":{"rendered":"<p style=\"text-align: justify\"><span style=\"font-size: 8pt\">The following are the challenges facing the road sector:<\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>Policy issues<\/strong><\/span><br \/><span style=\"font-size: 8pt\">Policy considerations and questions arise as to whether the organizations of the road sector have the capacity to absorb the allocated funds and deliver the best job worth the money.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>High costs<\/strong><\/span><br \/><span style=\"font-size: 8pt\">The cost of constructing new roads has increased both locally and internationally. The public is alarmed at the high rates quoted to repair of roads.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>Lack of local capacity<\/strong><\/span><br \/><span style=\"font-size: 8pt\">The local contractors lack capacity and&nbsp; the equipments&nbsp; which are vital in&nbsp; quality road construction.&nbsp; The&nbsp; equipments are too expensive&nbsp; for majority of&nbsp; local contractors to acquire. <br \/><\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>Vehicle over-loading<\/strong><\/span><br \/><span style=\"font-size: 8pt\">Ovee-loading&nbsp; causes&nbsp; serious damage to roads, and is, without doubt, a major cause of the premature failure of some of Uganda\u2019s main roads.&nbsp; It is also responsible for a number of accidents on the road as some vehicles are dangerously loaded. There is an urgent need to enforce the legislation against overloading across the region.<br \/><\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>Climate<\/strong><\/span><br \/><span style=\"font-size: 8pt\">Adverse climatic changes which result either in severe drought or excessive rainfall impact the roads, especially if they are unpaved\/ murram roads. Excess rainfall of recent has caused landslide in some parts of Uganda.<br \/><\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>Inadequate human resources<\/strong><\/span><br \/><span style=\"font-size: 8pt\">The current lead agencies namely; National Road Safety Council and Transport Licensing Board are weak in terms of human resources and other logistics.<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>Laws<\/strong><\/span><br \/><span style=\"font-size: 8pt\">There is weak enforcement of existing laws and regulations, and this has ensured low levels of compliance of the regulations<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>Alleged corruption<br \/><\/strong>There is alleged corruption among the traffic law enforcement departments.<br \/><\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-size: 8pt\"><strong>Education<\/strong><\/span><br \/><span style=\"font-size: 12pt\"><span style=\"font-size: 8pt\">There is limited road education as it has to be continuous and cover the entire country.
