The high level summary of each is as follows;<\/p>\n<p><strong>Tax revenue<\/strong><br \/>\nThe Government has the following sources of revenue;<\/p>\n<ul>\n<li>taxes on income,<\/li>\n<li>taxes profits and capital gains,<\/li>\n<\/ul>\n<p><strong>Non-tax revenue<br \/>\n<\/strong>This is revenue obtained by the government from other sources other than tax and they include;<\/p>\n<ul>\n<li>Fees<\/li>\n<li>Fines or Penalties<\/li>\n<li>Surplus from Public Enterprises<\/li>\n<li>Grants and Gifts<\/li>\n<li>Special assessment of betterment levy. This is a kind of special charge levied on certain members of the community who are beneficiaries of certain government activities or public projects. For instance due to a public park in a locality or due to the construction of a road.<\/li>\n<\/ul>\n<p><strong style=\"line-height: 1.6\">Challenges in revenue collection<\/strong><\/p>\n<ul>\n<li>Inadequate capacity and technical skills<\/li>\n<li>Lack of Transparency in the usage of taxes<\/li>\n<li>Inadequate record keeping by the authorities.<\/li>\n<li>\u00a0The weak tax-benefit linkages.<\/li>\n<li>Poverty among the taxpayers.<\/li>\n<li>Deliberate budget proposals aimed at politicking.<\/li>\n<li>The alleged Corruption<\/li>\n<li>Tax payer\u2019s compliance<\/li>\n<li>Businesses are largely informal<\/li>\n<li>Ignorance about rights and obligations.<\/li>\n<li>Low tax base due to low economic activities.<\/li>\n<li>Exemptions granted to tax payers.<\/li>\n<li>Lack of accountability in public utilities and goods.<\/li>\n<li>FDI promotion and opting for tax incentives.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Uganda, there are two major categories of government revenue that namely tax revenue and non- tax revenue.
