{"id":1165,"date":"2013-04-15T09:23:03","date_gmt":"2013-04-15T09:23:03","guid":{"rendered":"http:\/\/fortuneofafrica.com\/ug\/road-safety-situation-in-uganda\/"},"modified":"2013-04-15T09:23:03","modified_gmt":"2013-04-15T09:23:03","slug":"road-safety-situation-in-uganda","status":"publish","type":"page","link":"https:\/\/afrifacto.com\/ug\/road-safety-situation-in-uganda\/","title":{"rendered":"Road Safety Situation in Uganda"},"content":{"rendered":"<p><span style=\"font-size: 8pt\"><strong>Intoduction<\/strong><\/span><\/p>\n<p><span style=\"font-size: 8pt\">Road transport is the dominant mode of transport in Uganda as road transport carries about 95% of the country\u2019s goods traffic and about 99% of passenger traffic. However, the road safety situation in Uganda has deteriorated rapidly over the last years, mainly due to the growing vehicle population and the lack of appropriate road safety interventions from the regulatory authorities. Additionally, over 90 percent of the vehicles imported in Uganda are second hand and there is no clear mechanism to inspect vehicles on a regular basis. The high number of road accidents in major urban areas is also due to the rapid increase in the use of commercial motorcycles- Boda Bodas. According to the Uganda Police majority of the road accidents in Kampala are due to the use of commercial motorcycles.<\/span><\/p>\n<p><span style=\"font-size: 8pt\"><strong>The major causes of accidents<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"font-size: 8pt\">Human error which accounts for about 80% of the road traffic crashes.<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Defective vehicle condition which accounts for about 10%<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Road condition which also accounts for about 5%<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Environment factors which account for about 5%<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 8pt\"><strong>Road Safety interventions<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"font-size: 8pt\">Education of the public and drivers on road signs<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Engineering through making road sector one of the key priorities and road markings and signs. The regulatory authorities are also ensuring the vehicles are road worthy.<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Legislation and enforcement through the use of speed guns, breathalyzers, increased personnel and traffic control vehicles have gone a long way to reduce speeds and race of carnage on our roads. A number of traffic regulations have been formulated and gazetted.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 8pt\"><strong style=\"line-height: 1.6\">Challenges<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"font-size: 8pt\">A road safety policy and strategy are not yet in place<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Inadequate funding\/manpower for road safety activities<\/span><\/li>\n<li><span style=\"font-size: 8pt\">National Road Safety Council and Transport Licensing Board are weak in terms of human resources and other logistics<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Weak enforcement of existing laws and regulations<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Resistance to enforcement of the laws and regulations mainly from pressure groups e.g. transport operators<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Insufficient data on road accidents<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Limited safety education as it has to be continuous and cover the entire country<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Inadequate rescue services\/victim care facilities<\/span><\/li>\n<li><span style=\"font-size: 8pt\">The importation of second hand vehicles.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 8pt\"><strong>Future plans by Government to enhance safety on the roads<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"font-size: 8pt\">Continue to collaborate with regional and international organizations in activities geared at improving road safety<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Institute more regulations intended to improve road safety<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Creation of a National Road Safety Authority to Enhance Road Safety<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Safety Education and Publicity<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Creation of road safety data base<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Pre &#8211; registration inspection of Motor Vehicles<\/span><\/li>\n<li><span style=\"font-size: 8pt\">National Road Safety Policy and Strategy<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Improvement of Road Infrastructure Safety<\/span><\/li>\n<li><span style=\"font-size: 8pt\">Promote Private Sector road safety initiatives<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Intoduction Road transport is the dominant mode of transport in Uganda as road transport carries about 95% of the country\u2019s goods traffic and about 99% of passenger traffic.
